They're Elementary students and it does have to be carnival themed. Sadly, no prizes may be awarded but I do want to make it EXTREMELY fun for the little kids because it is math and it is hard to make math fun. Any ideas on what I should do for a game?

get like a spinning wheel and put math problems on it and the kids will spin the wheel and answer the question it lands on.

SORRY, its not great but it's what they did at my elementary.

My math classes recently participated in the measurement Olympics where they rotated through six stations.
    1. Handful of Beans – Grab a handful of beans. Put them on a balance scale and find out how much they weigh.
    2. Sponge squeeze – Put a regular kitchen sponge in a bucket of water, and then with one hand squeeze out as much water as you can into a container. Pour the water into a graduated cylinder to measure.
    3. Jumping Jacks – One does jumping jacks for 30 seconds while the partner times with a stop watch.
    4. Paper Plate Discus Throw – Throw a paper plate like a frisbee and measure the distance.
    5. Cotton Ball Toss – Throw a cotton ball overhanded and measures the distance.
    6. Standing Long Jump – From a marked starting point jump as far as you can and then measure the distance.
Since you won’t have prize, you could make charts for different age groups to record the results and then announce 1st, 2nd, and 3rd place winners in each division and award “paper” medals.
If you go to my blog at http://pnaugle.blogspot.com/ and scroll down to Measurement Olympics you can view a slideshow of our event.
    Good luck and Go Math!
